Rafiano served as an Advanced Software Engineer on client delivery for GovTech Singapore and Ministry of Health, architecting cloud-native microservices on AWS for the Professional Registration System (PRS 2.0) to unify legacy portals into a high-availability platform for healthcare. He successfully implemented Kogito for business automation to decouple complex regulatory logic from core APIs, allowing seamless business rule updates without system-wide redeployments. Acting as a key technical bridge between design, product, and government stakeholders, he ensured system delivery aligned with public sector standards. Additionally, he championed TDD and clean code practices while leading internal technical sharing sessions to mentor engineers across a multi-vendor global team.

Assigned to global investment banking operations, Rafiano engineered resilient data ingestion pipelines using Kafka and Apache Spark to guarantee zero-data-loss for high-throughput billing and reporting event streams. He built core components for the bank's global ISO 20022 payments transition, strictly adhering to regulatory performance standards and maintaining exact-once processing.
